Question : Availability of Safe Drinking Water

(a) the population covered under safe drinking water and the details of the fully/partially covered and quality affected areas in regard to safe drinking water, State/UT-wise;
(b) the targets fixed and achievements made along with the funds released and utilised under drinking water schemes/programmes during each of the last three years and the current year indicating the steps taken by the Government to provide safe drinking water to the entire population of the country and the time-limit fixed for the purpose, State/UT-wise;
(c) the total number of the households/habitations in the country with water
pipeline connections, State/UT-wise;
(d) whether the Government proposes to provide additional funds/special package to some States for providing safe drinking water, and if so, the details thereof; and
(e) the details of the monitoring mechanism put in place by the Government for better and effective implementation of the drinking water schemes/programmes in the country?

(a) The State/UT-wise details (as on 30.11.2015) of rural population covered under safe drinking water and fully/partially covered and quality affected habitations with regard to safe drinking water are at Annexure-I.
(b) Drinking Water Supply is a State subject. Under National Rural Drinking Water Programme, this Ministry provides financial and technical assistance to States to supplement their efforts to provide adequate safe drinking water to rural population. To increase the availability of drinking water, the Ministry has suggested to adopt water conservation measures like roof top rainwater harvesting, erecting sustainability structures for water conservation etc. Moreover Hydro Geomorphological Maps (HGM) are being used for accurately locating new drinking water sources in the field. The State/UT wise details of the targets fixed and achievements made along with the funds released and utilised under drinking water schemes/programmes during each of the last three years and the current year as reported/ entered by the States on Integrated Management Information System (IMIS) of the Ministry are at Annexure-II & III respectively.
(c) The State/UT wise details of total number of habitations in the country with water pipeline connections are at Annexure-IV.

(d) Any additional release of funds under National Rural Drinking Water Programme to any State/UT can be made in the last quarter of the financial year after taking into account the requirement of the State/UT, the extent of expenditure of the funds already released to the State/UT, and the availability of savings at the national level. At present, there is no proposal for special package.
(e) The Ministry of Drinking Water & Sanitation reviews the implementation of the National Rural Drinking Water Programme (NRDWP) periodically by conducting national and regional review meetings and video conferences with the State Department officers dealing with rural water supply. Conferences of State Secretaries in-charge of Rural Drinking Water Supply and Sanitation of all States are also held time to time wherein the progress achieved under NRDWP is reviewed. Senior Officers / Technical Officers of the Ministry also visit the States to observe the progress of implementation of the programme. The review meetings and visits provide information about the implementation of the Programme and enables the Government of India and State Governments to focus on the areas where progress is lacking.
