Question : CASES OF BRIBERY



(a) whether the Government has conducted any investigation about incidents of bribery in the country;

(b) if so, the details thereof for each of the last three years and the current year;

(c) whether there is no stringent law against bribery as a result of which employees guilty of taking bribe are acquitted easily and they continue in their job; and

(d) if so, the reaction of the Government in this regard along with the corrective steps taken by the Government?

(a) & (b): Investigations of incidents of bribery in the country are undertaken by the various investigating agencies at the Centre and in the States, namely, the Central Bureau of Investigation (CBI), the State Police, State Anti Corruption Bureaus, State Lokayuktas and others.

In so far as the CBI is concerned, it has registered a total number of 663 trap cases related to bribery during the last three years, i.e. 2012, 2013, 2014 and the current year (upto 31.01.2015). The year-wise break-up of these cases is as under:-

(c) &(d): Tackling corruption in general, and the aspect of bribery in particular, requires an integrated approach. The legislative framework is only one component of the anti-corruption mechanisms to tackle bribery. It is the endeavour of the Government to further strengthen its anti-corruption laws and other mechanisms to check bribery. Some of the steps taken by the Government in this direction are :-

i. Enactment of Right to Information Act, 2005;

ii. Enactment of Lokpal and Lokayuktas Act, 2013;

iii. Amendment of the Prevention of Corruption Act, 1988;

iv. Issue of instructions by CVC asking the organisations to adopt ‘Integrity Pact’ in major Government procurement activities. State Governments have also been advised to adopt ‘Integrity Pact’ in major procurements;

v. Introduction of e-Governance and simplification of procedures;

vi. Placing of details of immovable property returns of all members of the All India Services, in public domain;

vii. Setting up of additional ‘Special Courts’ exclusively for trial of CBI cases in different States;

viii. Introduction of induction training for Central Secretariat staff with emphasis on ethics and exposure to organisation of excellence.
