Question : Doubling of Railway Lines from Thawe to Chhapra

(a) whether construction of railway double lines from Thawe to Chhapra is under consideration of the Ministry;

(b) if so, the details thereof and if not, the reasons therefor;

(c) whether demand for this railway line segment was being made for years to cater the transport needs of a large population; and

(d) if so, the status of these projects and total expenditure incurred and time frame fixed for its completion?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF UNSTARRED QUESTION NO. 4009 BY DR. ALOK KUMAR SUMAN TO BE ANSWERED IN LOK SABHA ON 18.03.2020 REGARDING DOUBLING OF RAILWAY LINES FROM THAWE TO CHHAPRA


(a) to (d): There are two Broad Gauge routes from Thawe to Chhapra. One route is via Siwan and other route is via Masrakh. Double line from Siwan to Chhapra already exists.

Doubling of railway lines are taken up based on operational requirement, financial viability etc. Presently, doubling of Chhapra to Thawe via Masrakh is not required considering the capacity of existing single line.

STATUS OF PROJECTS IN BIHAR (FALLING FULLY/PARTLY IN THE STATE) IS AS GIVEN BELOW:

(i) 55 Projects costing `71795 crore for 4952 km length falling fully/ partly in Bihar are under different stage of planning/approval/ execution.

(ii) 36 New Line Projects covering a length of 3008 km at a cost of `54795 crore. Out of which, 472 Km length has been commissioned and an expenditure of `13881 crore has been incurred upto March''2019.

(iii) 05 Gauge Conversion Project covering a length of 1007 km at a cost of `5462 crore. Out of which, 716 Km length has been commissioned and an expenditure of `3772 crore has been incurred upto March''2019.

(iv) 14 Doubling Projects covering a length of 937 km at a cost of `11574 crore. Out of which, 68 Km length has been commissioned and an expenditure of `2641 crore has been incurred upto March''2019.

BUDGET OUTLAY (FOR THE PROJECTS FALLING FULLY/PARTLY IN THE STATE OF BIHAR) IS AS GIVEN BELOW:

(i) Average Budget allocation (In Infrastructure projects & safety works) has been enhanced to `3061 crore per year during 2014-19 from `1132 crore per year during 2009-14. The average budget allocation during 2014-19 is 170% more as compared to average allocation during 2009-14.
(ii) Total allocation of Budget for Infrastructure projects & safety works falling fully/partly in State of Bihar, in 2019-20 is `4093 crore which is 262% more than the average of 2009-14.
