Question : COMPULSORY JUTE PACKAGING



(a) Whether a 20% relaxation has been permitted in case of shortage of jute bags for packaging;

(b) Whether the Government have decided that parameters in respect to price, quality, origin etc., to decide when to use the said relaxation and determine shortages; and

(c) If so, the details thereof ?

(a) to (c) : The Jute Packaging Materials (Compulsory Use in Packing Commodities) Act, 1987 provides for the compulsory use of jute packaging materials in the supply and distribution of certain commodities in the interests of production of raw jute and jute packaging material and of persons engaged in the production thereof and the matters connected therewith.

The Sub section (1) of Section (3) of the aforesaid JPM Act 1987 also empowers the Central Government to specify the percentage of packaging of commodities which are required to be packed in jute packaging material

While issuing the Notification dated 25.10.2000 for specifying the percentage of commodities required to be packed in jute packaging material, it was inter-alia specified that in case of any disruption in supply of jute packaging material, Ministry of Textiles, may, in consultation with the user Ministries concerned, relax these provisions upto a maximum of 20% for Foodgrains & sugar.
