Question : Land Pooling Policy

(a) the details of applications received in single window system under Land Pooling Policy (LPP) and the action taken thereon till date indicating the total land available and required under 70 per cent policy, zone-wise;

(b) whether the Government has completed the process to include more villages, particularly 14 villages in Zone P1 including Khera Kalan and Khera Khurd that were included in Narela Sub City Plan, under the said policy;

(c) if so, the details thereof and if not, the reasons there for along with the time frame fixed for completing the process;

(d) whether the Government proposes to re-open the Single Window System under the Policy, if so, the details thereof and the time by which it is likely to be opened indicating the name of the 14 new villages included therein;

(e) whether the Government has any proposal to revise the norms which stipulate that 70 per cent land must be congruous to allow construction under the said policy and if so, the details thereof; and

(f) whether the Government proposes to give provisional permission for construction to land owner in time bound manner under the Policy and if so, the details thereof?

(a): Delhi Development Authority (DDA) has informed that as on 22.07.2019, a total of 1,880 applications have been received and the zone wise details of expression of willingness to participate in Land Pooling Policy (LPP) are as follows:

These applications are being scrutinized by DDA. A sector will qualify for development once 70% of the developable land in that particular sector is pooled.

(b) to (d): DDA has intimated that the proposal to declare 14 villages (part) falling in Zone P-I including Khera Kalan (part) and Khera Khurd (part) as Urban under Section 507 of Delhi Municipal Corporation Act, 1957 and as Development area under Section 12 of Delhi Development Act, 1957 has been referred to North Delhi Municipal Corporation (Nr. DMC) and the Government of National Capital Territory of Delhi (GNCTD), respectively on 08.08.2018, followed by reminder on 01.01.2019. The matter is under consideration of Nr.DMC and GNCTD, as such no fixed timeframe for completion of the process can be given. DDA has informed that after completion of this process it will consider the names of these 14 villages for participation in LPP.
