Question : Institutional Deliveries

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the Government has data on institutional deliveries in Jharkhand, Uttar Pradesh, Maharashtra and Rajasthan for the last five years;

(b) if so, the details thereof in respect of each of the above States;

(c) whether the institutional deliveries have declined in Jharkhand, Uttar Pradesh, Maharashtra and Rajasthan since the COVID-19 pandemic;

(d) if so, the decrease in institutional deliveries observed in each of the above said States during 2020- 2021, district-wise; and

(e) the action taken by the Government to promote and increase institutional deliveries?

(a) to (e) Data on institutional deliveries in Jharkhand, Uttar Pradesh, Maharashtra and Rajasthan for the last five years as per the Health Management Information System (HMIS) of the Ministry of Health and Family Welfare, is as below:

Health is a State subject, the responsibility to ensure provision of health services lies with the respective State/UTs. Prompt measures have been taken by Ministry of Health and Family Welfare to support institutional deliveries across India.
Data on institutional deliveries in each of the above said States during 2019-20 and 2020-2021, district-wise is placed at Annexure.
Actions taken by the Government in promoting essential maternal health services including institutional delivery during Covid-19 pandemic are:
? A Guidance Note on ‘Enabling Delivery of Essential Health Services (including maternal health) during the COVID-19 Outbreak’ was issued on 14.04.20 to all States and UTs.
? A Guidance Note on ‘Provision of RMNCAH+N Services with special focus on pregnant women and children during and post COVID-19 pandemic’ was issued on 24.05.2020 to all States and UTs.
? An advisory stating that ensuring access to safe delivery and antenatal and postnatal care is a non-negotiable agenda and emphasized the directives at all levels in the states to prevent and pre-empt unfortunate adverse incidents issued to States/UTs on 16.06.20
? Regular virtual meetings by Hon’ble Union Minister for Health and Family Welfare with the State Health Ministers and by Secretary, Health and Family Welfare with the Principal Health Secretaries and Mission Directors of NHM, to ensure continuation of the essential services with special focus on pregnant women during COVID-19 pandemic.


? In April 2020, MoHFW rolled out National Telemedicine Service platform (e-SanjeevaniOPD) which provides outpatient services including for pregnant women in the confines of their homes.
In addition, other Schemes and programmes operated by the government to promote and increase institutional deliveries in States/UTs are:
? Janani Suraksha Yojana (JSY), a demand promotion and conditional cash transfer scheme was launched in April 2005 with the objective of reducing Maternal and Infant Mortality by promoting institutional delivery among pregnant women.
? Janani Shishu Suraksha Karyakram (JSSK) aims to eliminate out-of-pocket expenses for pregnant women and sick infants by entitling them to free delivery, including caesarean section, free transport, diagnostics, medicines, other consumables, diet and blood in public health institutions.
? Surakshit Matratva Ashwasan (SUMAN) aims to provide assured, dignified, respectful and quality healthcare at no cost and zero tolerance for denial of services for every woman and newborn visiting the public health facility to end all preventable maternal and newborn deaths.
? Pradhan Mantri Surakshit Matritva Abhiyan (PMSMA)provides pregnant women a fixed day, free of cost assured and quality Antenatal Careon the 9thday of every month.
? LaQshya aims to improve the quality of care in labour room and maternity operation theatres to ensure that pregnant women receive respectful and quality care during delivery and immediate post-partum.
? Setting up of Maternal and Child Health (MCH) Wings at high caseload facilities to improve the quality of care provided to mothers and children.
? Functionalization of First Referral Units (FRUs) by ensuring manpower, blood storage units, referral linkages etc.
? Birth Microplanning and Birth Preparedness by Skilled birth attendance trained ANM.
? Monthly Village Health, Sanitation and Nutrition Day (VHSND) is an outreach activity for provision of maternal and child care including nutrition.
? Information, education and communication(IEC) to promote institutional deliveries.
? MCP Card and Safe Motherhood Booklet are distributed to the pregnant women for educating them on diet, rest, danger signs of pregnancy, benefit schemes and institutional deliveries.
? Reproductive and childhealth (RCH) portal is a name-based web-enabled tracking of pregnant women and new born so as to ensure provision of regular and complete services to them including antenatal care, institutional delivery and post-natal care.
