Question : Funding to IDRC

(a) whether the International Development Research Centre (IDRC) is not registered under Foreign Contribution Regulation Act (FCRA), 2010 and donor agencies are not required to be registered;

(b) if so, the details thereof and the reasons therefor;

(c) whether any survey has been conducted by the Government regarding the receipt and utilization of foreign contribution by the IDRC;

(d) if so, the details and the outcome thereof; and

(e) the total funds received from abroad by the Government/NGO for Agricultural Development for utilization of turbine projects and other purpose in the country during the last three years and the current year?

(a) & (b): Yes Madam, International Development Research Centre being a donor agency is not required to be registered under Foreign Contribution

Regulation Act (FCRA), 2010. As per the Section 11(1) of the Foreign Contribution (Regulation) Act, 2010, only recipients are required to be registered for receiving the foreign contribution.

(c) & (d): No Madam, IDRC is a Canada based donor NGO and hence does not come within the purview of FCRA, 2010.

(e): The total funds received from abroad by associations/NGOs registered under FCRA, 2010 during the last three years and the current year for various purposes is Rs.50944.54 crore. However, details of utilisation for turbine project in the field of Agricultural Development is not maintained centrally.
