Question : ENERGISATION OF PUMP SET BY RURAL ELECTRIFICATION



(a) whether Rural Electrification Corporation has any scheme to provide funds for water Pumpset Energisation all over the rural areas in the country;

(b) if so, the details of Pumpset Energisation System being implemented;

(c) whether Rural Electrification Corporation also financed the purchase of pumpsets during 2001-2002;

(d) if so, the details thereof, State-wise;

(e) whether REC has any plan to expand this scheme for the farming community; and

(f) if so, the details of additional funding proposed to help agriculture in rural areas by REC?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (f) OF STARRED QUESTION NO. 368 TO BE ANSWERED IN THE LOK SABHA ON 08.08.2002 REGARDING ENERGISATION OF PUMP SET BY RURAL ELECTRIFICATION.

(a) & (b) : Rural Electrification Corporation Ltd. (REC) provides loan assistance to the State Electricity Boards/State Power Utilities/State Governments for pumpset energization schemes. The schemes for pumpset Energisation are implemented by respective SEBs/State Power Utilities/State Governments in accordance with their priorities and policies. Under pumpset Energisation schemes, the REC extends loan assistance for creating the required electrical infrastructure to provide electricity connections to individual pumpsets.

During the year 2001-02, a sum of Rs.185.86 crores as loan was drawn by the SEBs/State Power Utilities/State Governments from REC for pumpset energization and 1,39,703 pumpsets are reported to have been energized. The details are annexed.

(c) & (d) : REC does not finance purchase of pumpsets.

(e) & (f) : REC supplements the resources of SEBs/State Power Utilities by providing loan assistance for eligible Rural Electrification projects including those for pumpset energization sponsored by them on normal commercial terms prescribed by the Corporation, as a financial institution. REC will continue to support/expand pumpset energization programme by providing loan assistance to them for eligible schemes sponsored by SEBs/State Power Utilities/State Governments in line with their requirements.

For 2002-03, REC expects to disburse Rs.360.00 crores, which will cover energization of 1.44 lakh pumpsets.
