Question : PROCEDURE FOR DRIVING LICENSE



(a) whether the different State Governments have different methods and procedures for testing and issue of driver`s license;

(b) if so, the details thereof;

(c) whether the Union Government has received representations from Road Safety Forum of different States to develop standard for testing and issue procedures for drivers licenses all over the country;

(d) if so, the details thereof; and

(e) the steps taken/proposed to be taken by the Union Government to introduce uniform procedure for driving test and issue of driving licenses in the country?

THE MINISTER OF STATE IN THE MINISTRY OF SHIPPING, ROAD TRANSPORT AND HIGHWAYS(SHRI K.H.MUNIYAPPA)

(a) & (b): Chapter II of the Motor Vehicles Act, 1988 and Chapter II of the Central Motor Vehicles Rules, 1989 prescribe a body of rules for testing and examination prior to grant of driving licenses. These Rules also prescribe procedure for granting the licenses, validity in terms of various classes of vehicles and the time period and are applicable uniformly throughout the country. Further, Section 28 of the Motor Vehicles Act, 1988 empowers the State Governments for appointment of the licensing authorities and determining their jurisdiction, functions etc.

(c) & (d): This Department had received representation from Road Safety Forum, Andhra Pradesh regarding uniform system of Driving Licence in the country. They have suggested certain common guidelines for the Driver’s Test, authorizing proven NGOs to test the drivers and issue driving licenses at the National level.

(e): Does not arise in view of (a) & (b) above.
