Question : SEASONAL KHALASIS



(a) the number of seasonal Khalasis working in every monsoon season under Central Water Commission field offices throughout the country;

(b) the total payment made to the seasonal Khalasis in the monsoon season;

(c) whether there any proposal to absorb all the seasonal Khalasis on regular employment; and

(d) if not, the reasons therefore?

(a) The number of seasonal khalasis engaged in the workcharged establishment of the Central Water Commission in every monsoon season is not fixed, but varies with the number and nature of requirement of data collection schemes in operation. In flood season of 1999, that is June to October, 1999, 1712 seasonal khalasis were employed.

(b) Information is being collected and will be laid on the table of the House.

(c) There is a scheme called “Grant of Temporary Status and Regularisation of Seasonal Khalasis in the Workcharged Establishment of the CWC, 1997” which is effective from 1.6.1997. This Scheme, inter alia, provides for grant of temporary status to the seasonal khalasis working in Central Water Commission and fulfilling the terms and conditions as on 1.6.1997, as stipulated in the Scheme, and their regularisation in the workcharged establishment of the CWC subject to the availability of vacancies and on seniority-cum-fitness basis as per procedure laid down in the Scheme.

(d) Does not arise.
