Question : E-Shram Portal for Unorganised Workers

(a)whether the Government has any plan to cover E-shram card holders under Ayushman Scheme in the near future and if so, the details thereof;
(b)the benefits the workers are likely to get from E-shram cards;
(c)whether it is a fact that the Government has created a Portal to register unorganised workers such as construction labourers, migrant workforce, street vendors, and domestic workers, among others and if so, the details thereof;
(d)whether the Government is considering to include tea garden workers working in unorganised Small Gardens of Assam for registration in the portal;
(e)if so, the details thereof and if not, the reasons therefor; and
(f)the number of persons registered on the E-shram portal till November, 2021 and if so, the details thereof, State-wise?

(a) to (f): Ministry of Labour & Employment has launched e-SHRAM portal on 26.08.2021. It is a National Database of the Unorganised Workers including construction workers, street vendors, domestic workers, agriculture workers, migrant workers, and similar other sub-group of Unorganised Workers seeded with Aadhaar. available to the States/ UTs for the registration of Unorganised Workers on e-SHRAM portal. Unorganised Workers engaged in the tea gardens are also registered on the e-SHRAM Portal. All eligible registered unorganised workers will get benefit of an accidental insurance cover of Rs 2.0 Lakh for a year free of cost through Pradhan Mantri Suraksha Bima Yojana (PMSBY). One of the main objectives of this portal is to facilitate delivery of Social Security Schemes to the workers. Certain categories of unorganized workers, eligible as per the set criteria (occupation criteria in urban areas and deprivation criteria in rural areas) and identified from the Socio Economic Caste census, 2011 are already covered under Ayushman Bharat Pradhan Mantri Jan Aarogya Yojna (PM-JAY). The state wise registration of unorganised workers as on 30th November, 2021 is annexed.
