(a): Investigation is conducted by CBI as per provisions of Cr. PC and as per instructions contained in the Crime Manual. Efforts are made by CBI to adhere to these time limits.
However, in many cases, further investigation is continued on certain points after filling of chargesheet in the concerned courts owing to requirement of investigation or on order of the courts. In such cases, more than one chargesheet/final reports are submitted in courts. In cases directed/monitored by the Hon’ble Supreme Court and High Court, status reports are submitted to such courts from time to time before the matters reach a conclusion. Moreover, investigation in each case is dependent upon the nature of crime involved, quantum of work required to be done, availability of suspects etc.
(b) to (d): As mentioned in reply of part (a) of question, efforts are always made by CBI for expeditious completion of enquiry/investigation/trial.
The Central Government has provided sufficient funds under plan and non-plan schemes for training of CBI officers to enhance their investigation skills. Government has taken various measures for improving the functioning of the CBI which, inter alia, includes modernization of CBI, enhanced quality of training, upgradation of infrastructure, improved working conditions and filling up of vacant of posts in various ranks, rigorous monitoring of investigation by CBI & CVC, etc.
Besides above, 87 new Additional Special Courts have been set up in various states of the country for speedy trial and disposal of PC Act cases. Further, Government has also appointed competent and experienced Special Public Prosecutors and other counsels to expedite disposal of cases in courts.
