Question : Mumbai Port

(a) whether while conducting periodical encroachment removal programmes, ports have taken steps for rehabilitation of the people and if so, the details thereof;
(b) whether Mumbai Port Trust (MPT) has any interaction with the State Government of Maharashtra and Municipal Corporation of Greater Mumbai to resolve this issue and if so, the details thereof;
(c) whether the MPT is aware of the policy decision of Government of Maharashtra to regularise the structures erected prior to the year 2000; and
(d) if so, the details thereof and the reaction of MPT/Government thereto?

(a)&(b):GrihaNirmanVibhag, Government of Maharashtra on 19/10/2015 requested Mumbai Port Trust (MbPT) to carry out rehabilitation of slum on Mumbai Port Trust Land as per the guidelines stipulated in Pradhan MantriAwasYojna (PMAY) for redevelopment of slums on Central Government Land. Accordingly, MbPT enquired with Ministry of Housing & Urban Poverty Alleviation, Govt. of India for the procedure to be adopted by MbPT for implementation of redevelopment of slums on MbPT land to avail Central Government Grant under PMAY apart from availing Floor Space Index (FSI) from the State Government to implement the schemes on self-financing basis. In response, Ministry of Housing & Urban Poverty Alleviation, Govt. of India clarified that the proposal should be submitted through concerned State Government Authorities and thereafter State Government is required to submit the details of the project approved by the State Level Screening and Monitoring Committee to the Ministry of Housing & Urban Poverty Alleviation, Govt. of India. Accordingly, MbPT on 2/11/2015 requested Ministry of Housing, Government of Maharashtra to convey the procedure to be adopted and pre-requisite formalities to be completed by Central Government Land owning agencies for execution of Slum Rehabilitation Scheme on their land by availing additional FSI from the State Government and also to avail Central Government Grant as per the provisions of PMAY. Response from State Government is awaited.

(c) Yes.

(d) The State Government Slum Rehabilitation Policy is not applicable to the slums existing on Central Government Land. Further, there was no Central Government policy for rehabilitation of slums on Central Government land earlier. However, as per the guidelines issued by the Government of India under PMAY, the Central Government agencies can also take up rehabilitation of slums on their land by using land as a resource. Accordingly, MbPT has requested State Government to convey the procedures to be adopted by the Central Government agencies to take up the Slum Rehabilitation Schemes.
