Question : Absconding Persons

(a) the number of wanted and absconding persons separately in the country, State-wise including Rajasthan;

(b) the number of such persons wanted by the CBI and other investigation agencies, State-wise;

(c) the number of criminals arrested out of these wanted and absconding persons along with the number of persons are yet to be nabbed by the said agencies, State-wise including Rajasthan;

(d) the number of criminals against whom Red Corner notice has been issued; and

(e) the steps taken by the Government to arrest the wanted and absconding
persons?

(a) : Specific information regarding wanted and absconding persons is not maintained by the National Crime Crimes Bureau(NCRB). However, the available information relating to cases of escapees from police custody is enclosed at Annexure.

(b) to (c): As per information made available by the CBI, the year-wise back-up of Proclaimed Offenders (Pos) and Absconders arrested is as under:-

(d) : There are 655 valid Red Corner Notices, issued against fugitives wanted by various Indian Law Enforcement Agencies. During the year 2013, 2014 and 2015 (7-8-2015), 42 Red Notice subjects wanted by various Indian LEAs have been arrested in India and 23 Red Notices subjects wanted by various Indian LEAs have been arrested abroad.

(e): Since, ‘Police’ and ‘Public Order’ are the State subjects under the seventh Schedule to the Constitution of India and therefore, the State Governments are primarily responsible for prevention, detection, registration and investigation of crime and for prosecuting the criminals through the machinery of their law enforcement agencies. However, based upon the request of the State Governments/ various investigating agencies Red Corner Notices have been issued / forwarded through Interpol Wing of Central Bureau of Investigation in respect of offenders and circulated through Interpol Secretariat General (IPSG). It is the policy of the Government in the Ministry of External Affairs to conclude extradition treaties with as many countries as possible so as to ensure that fugitive criminals do not escape justice. Efforts are made through diplomatic channel for extradition of fugitives. Matter is taken up at the appropriate level from time to time. All possible efforts are being made to trace such criminals. A special police team has also been constituted by Delhi Police in each police station to trace/apprehend such criminals and Standing Order (SO) regarding ‘Absconders & Proclaimed Offenders’ and an Incentive for Arresting Proclaimed Offenders’ along-with necessary instructions to get better result in arresting the Pos have been issued by Delhi Police. To motivate the Police Personnel to arrest the absconding criminals, suitable rewards are also being granted under the provisions. Moreover, cash rewards
are also declared for the arrest of the accused persons including proclaimed offenders and for the person who helps in arresting the accused.
