Question : Issuance of Licenses to Pilot

(a) Whether the Government has laid down/formulated any norms/
guidelines for regulating recruitment of pilots and for issuance of license
for use on civil aircraft, if so, the details thereof;
(b) The number of cases related to submitting fake documents/certificates
by pilots for issuance of pilot licenses/ reported come to notice of the
Government during the last three years and the current year; and
(c) The action taken by the Government against such offenders along with
the measures taken to prevent such malpractices in future?

(a) The guidelines for the issuance of pilot licenses are stipulated in Schedule II of Aircraft Rule 1937. However regarding recruitments of pilots, every airline has its own system of recruitment.

(b) In last 3 years no case has come to the notice of DGCA in which pilot had submitted fake documents/certificates. However in current year two such cases have come to the notice of DGCA in which pilot had submitted fake documents for obtaining his license.

(c) The action against the offenders are taken under the provisions contained in Aircraft Rules 1937. Further, the steps taken by DGCA to prevent such malpractices are as follows:-
i)DGCA now verifies the authenticity of the result from the examination division of DGCA.
ii)For conversion of foreign licenses into Indian licenses, the licenses are being verified from the concerned regulatory authority of the State issuing the foreign license.
iii)The skill test on the aircraft required to be endorsed have to be done in India in addition to the flying test done abroad.
