(a) Whether DOPT has introduced `Post based Rosters` in place of `Vacancy based Rosters` for implementation of reservation system w.e.f.
02-07-1997;
(b) if so, the reasons therefor; and
(c) the criteria laid down by his Ministry in respect of all categories of services?

(a) Yes, Sir.
(b)&(c) Consequent to the directions of the Hon`ble Supreme Court of India in the cases of R.K. Sabharwal and J. C. Mallick, Department of Personnel and Training introduced post based roster system. The post-based roster is a mechanism to ensure that the reserved categories get their due share of posts upto the prescribed percentage of reservation for the concerned categories, in line with the principle enunciated in the aforesaid judgement. This Ministry is following the instructions/guidelines issued from time to time by the Department of Personnel and Training scrupulously.
