Question : Polluting Industries-Plants

(a) whether despite various provisions of law polluted water from various factories/plants is flowing into the rivers and if so, the reasons therefor;
(b) whether the Government has instructed the factories/plants to install pollution control systems/devices for abatement of water pollution;
(c) if so, the details thereof along with the details of factories/plants which have not installed the said systems/devices so far, State-wise; and
(d) the action taken by the Government against the erring factories/plants and the efforts being made to ensure compliance with the said direction?

(a)The polluting industries are required to take Consent to Establish and Consent to Operate under the Water (Prevention and Control of Pollution) Act, 1974 and it is obligatory for industries to set up effluent treatment plants to treat the effluent to the prescribed norms as prescribed by Ministry of Environment, Forest and Climate Change. Central Pollution Control Board (CPCB) and State Pollution Control Boards (SPCBs) / Pollution Control Committees (PCCs) maintain close vigil on quantity / quality of effluent & emissions discharged by polluting industries. In case of non-compliance, action under the provisions of the prevalent Acts is taken by SPCBs / PCCs.

(b)to(d) CPCB has directed the 17 category of highly polluting industries to install system for online monitoring of emission / effluent quality. Out of total 3387 industrial units, 2438 units were identified for installing online monitoring system. 2023 industrial units have so far installed online monitoring system and 415 units are in the process of installation. The State-wise details of industries which have installed online monitoring devices is given at annexure.
