(a): Govt. of India is committed to promote and increase share of public transport in India. In order to achieve that it has notified National Urban transport policy 2006 to facilitate states/UTs/Cities/ULBs to promote and improve public transport across cities in India. It has further issued Metro rail Policy, 2017 to implement metro rails as part of public transportation comprehensively. Other schemes and policies like” Urban planning & capacity building scheme” and National Transit Oriented Development (TOD) policy are issued in order to facilitate seamless public transportation.

(c): At present, about 754 km of metro rail network is operational in the country in 20 cities. The details of operational metro rail network, city and State-wise, are given as below:

The cumulative daily ridership in the metros is about 85 Lakhs (pre-Covid) and the present ridership is about 45-50 Lakhs.

(d): Urban Transport is an integral part of urban development, which is a State subject. As such, the initiatives for planning, monitoring and management of urban transport system including assessment of public transport with reference to number of buses per capita and the need of promotion of different modes of public transport, are taken up by the State Governments/Union Territories/Urban Local Bodies. Ministry of
Housing and Urban Affairs, however, have taken several teps to
promote and improve public transport system through various Policy
frameworks/advisories/ Programmes/Scheme notified by the Ministry from time to time to help cities/ULBs/States/UTs to identify principles and strategies for better planning and implementation of the concepts in the area of urban transport. These include:

(i) Ministry of Housing & Urban Affairs have notified National Urban Transport Policy 2006, various guidance documents and advisories to facilitate States/UTs/Cities/ULBs to promote and improve public transport system in Indian cities across the country;

(ii) Under the “Urban Transport Planning & Capacity Building Scheme”, Ministry of Housing & Urban Affairs provides central financial assistance up to 80% for taking up Traffic and Transportation Studies, feasibility studies, Comprehensive Mobility Plan (CMP), preparation of Detailed Project Report (DPR);

(iii) A Metro Rail Policy, 2017 was issued in August 2017, which focuses on systematic planning and implementation of metro rail system in more comprehensive and sustainable manner. The policy is a guide to State Governments desirous of availing Central Financial Assistance for preparing comprehensive proposals for metro rail projects;

(iv) Under Bus Funding Scheme, 20,300 new buses were procured by 157 Cities of various States/UTs including 215 buses by Bihar, for this purpose;

(v) A National Transit Oriented Development (TOD) policy was issued on 01.05.2017. This policy is a guiding document for all States / Union Territories UTs to promote planned and sustainable urban centres with high density, mixed land-use within an influence zone of 500-800 meters of mass transit stations.
