Question : TRAINING TO POLICY PERSONNEL ABROAD



(a) the total number of police officers sent to foreign countries for training during each of the last three years and the current year, State-wise;

(b) whether the Government has sent 39 police officers to Los Angeles for special training;

(c) if so, the details thereof alongwith the criteria adopted by the Government to select police officers for special training abroad;

(d) the total expenditure incurred by the Government on such officers; and

(e) the manner and extent to which such training is likely to benefit the police department?

MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI JITENDRA SINGH)

(a): ‘Police’ is a state subject. The trainings of state police personnel are planned and organize by respective Governments. The Government of India supplements their efforts by, inter alia, providing opportunities for training in foreign countries. During the last three years and in the current year 829 police officers have been sent abroad for training as detailed in Annexure-I.

(b) & (c): Yes Madam, details according to information available, are enclosed at Annexure II. Selection of officers is done by concerned State Governments/Central Armed Police Forces (CAPFs)/Bureau of Police Research and Development (BPR&D) based on the requirements, criteria and parameters indicated by the host agencies. Shortlisting of such nominated officers is done by the Ministry of Home Affairs.

(d): The expenditure was incurred by the respective organizations/State Governments in accordance with the entitlement of the officers.

(e): Training opportunities, including the one referred to, are likely to strengthen the capabilities of police personnel at various levels in effectively fight crime and terrorism, to promote exchanges regarding modernization of techniques, to enable sharing of best practices regarding effective use of technology and policing in the megacities.
