Question : Intangible Heritage Proposals

(a) the details of Intangible Heritage proposals sent to UNESCO by the country since the last five years;

(b) the details of our proposals accepted by UNESCO since the last ten years;

(c) whether the Government noticed that India’s proposals are very low as compared to other countries; and

(d) if so, the reasons thereof and the steps taken/likely to be taken to send maximum proposals every year?

(a) & (b) The details are enclosed as Annexure – I.

(c) & (d) Since 2012, UNESCO’s mandate is to accept and nominate only one ICH element from each country. UNESCO’s Evaluation Committee endeavours to examine to the extent possible at least one file per submitting State in the course of the two year nomination cycle period. Therefore, India has only been able to inscribe one element in each nomination cycle for Representative List of Intangible Cultural Heritage of Humanity.

Under the Ministry of Culture’s Scheme for “Safeguarding the Intangible Cultural Heritage and Diverse Cultural Traditions of India”, assistance has been provided for research, workshop and documentation of various ICH elements, wherein elements can be identified for future nominations. Further, proposals are being envisaged for nomination in UNESCO’s Urgent Safeguarding List and Register of Good Safeguarding Practices.
