Question : Telecom Tariff

(a) whether the Telecom Regulatory Authority of India (TRAI) has invited written comments on consultation paper on tariff issues related to commercial subscribers;

(b) if so, the details thereof;

(c) whether the Government has received comments and counter comments in this regard; and

(d) if so, the details thereof and the time by which the Government is likely to implement the suggestions received and accepted?

(a) & (b) Yes, TRAI floated consultation paper on ‘Tariff issues related to Commercial Subscribers’ dated 14th July, 2015. Written comments on the consultation paper were invited from the stakeholders by 31st July, 2015. Counter comments were to be submitted by 7th August, 2015.

(c) No. It is in the domain of TRAI.

(d) TRAI received 22 comments from various stakeholders and no counter-comments were received. On 8th September 2015, TRAI had issued two tariff amendment orders relating to TV services for commercial subscribers, one applicable for TV services being provided through analog cable TV systems (Non-Conditional Access System) - “The Telecommunication (Broadcasting And Cable) Services (Second) Tariff (Fifteenth Amendment) Order, 2015” and the other one applicable for TV services being provided through Digital addressable systems - “The Telecommunication (Broadcasting and Cable) Services (Fourth) (Addressable Systems) Tariff (Fifth Amendment) Order, 2015”. These orders came into effect from the date of their notification (8th September 2015).
