Question : Lifestyle Diseases

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the incidences of Cardiovascular and other lifestyle diseases are on the rise in the country;

(b) if so, the details thereof indicating the estimated number of people presently suffering from such diseases and those died therefrom during each of the last three years and the current year, disease and State/UTwise;

(c) whether the Government has set any target to reduce the incidence of such lifestyle diseases, if so, the details thereof and the measures being taken by the Government in this regard along with the funds allocated and utilized for the purpose during the said period, State/UT-wise; and


(d) the further measures taken/ proposed to be taken by the Government in this regard?

(a) & (b): As per Indian Council of Medical Research (ICMR)’s India State-Level Disease Burden Study report “India: Health of the Nation’s States”, the estimated proportion of all deaths due to Non-Communicable Diseases (NCDs) has increased from 37.09% in 1990 to 61.8% in 2016. As per this report, Cardiovascular Diseases (coronary heart diseases, stroke and hypertension) contribute to 28.1% of all NCD deaths, followed by chronic respiratory diseases (10.9%) and cancer (8.3%). State/UT wise data on the incidence and deaths from lifestyle diseases is not maintained centrally.
As per Indian Council of Medical Research’s National Cancer Registry Program (NCRP) data, the estimated incidence and mortality of cancer cases in India reported during the last three years, State/UT-wise is at Annexure-I and II, respectively.

(c) & (d): Government has developed National Action Plan and Monitoring Framework for Prevention and Control of NCDs in India, which has identified 10 national NCD targets to be achieved by 2025, including relative reduction by 25% in overall mortality from Cardiovascular Diseases, Cancer, Diabetes, Chronic respiratory diseases.
Government has implemented National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular Diseases and Stroke (NPCDCS) under National Health Mission (NHM) for interventions upto district level for awareness generation for prevention, screening, early diagnosis of persons with high level of risk factors and their referral to higher facilities for appropriate management of life-style diseases. State-wise release under NCD Flexipool for the last three years is at Annexure-III.
Further, for early diagnosis, population level initiative for prevention, control and screening for common Non- Communicable Diseases (diabetes, hypertension and cancer viz. oral, breast and cervical cancer) has been rolled out in over 150 districts of the country in 2017-18 under NHM, as a part of comprehensive primary healthcare. The Government of India is also implementing Strengthening of Tertiary Cancer Care facility scheme under NPCDCS under which support is provided for setting up of State Cancer Institutes (SCIs) and Tertiary Cancer Care Centres (TCCCs) in the country. The details of Central assistance released for setting up of SCIs and TCCCs are at Annexure - IV.
In collaboration with the Ministry of AYUSH, an initiative to use the knowledge available in AYUSH system of medicines for prevention and control of Non-communicable Diseases is being implemented in 6 districts on pilot basis.
Indian Council of Medical Research (ICMR) - National Institute of Cancer Prevention and Research (NICPR), has launched www.cancerindia.org.in with the theme “India Against Cancer”, a portal that provides information on the leading cancers in India with a major focus on awareness, prevention and treatment of these cancers.
