Question : PROCUREMENT OF COTTON



(a) whether the Cotton Corporation of India (CCI) has started procuring cotton at the Minimum Support Price from Andhra Pradesh and Telengana;

(b) if so, the details thereof;

(c) whether the market price for cotton in these States is less than the MSP;

(d) if so, the details thereof and the reasons therefor;

(e) whether the CCI had equipped its 30 centres for MSP operations and these were spread across the cotton growing centres in the country; and

(f) if so, the details thereof?

(a) & (b): Yes Madam. CCI has so far procured 1,94,930 bales of cotton from various procurement centres located in Andhra Pradesh and 7,40,890 bales of cotton from the procurement centres in the State of Telengana.

(c) & (d): Yes Madam. The market prices of cotton in the States of Andhra Pradesh and Telengana are operating below the Minimum Support Price (MSP) fixed by the Government. Due, mainly, to Chinas decision to offload its substantial stock of cotton, the market demand is short of supply, which has resulted in support price operations by the Cotton Corporation of India (CCI) from the start of the Cotton Season 2014-15. As China constitutes about 60% share of Indias cotton exports, any policy change by China will have its impact on availability and price of cotton in India.

(e): Cotton Corporation of India has initiated action for procurement of cotton from the growers at the Minimum Support Price in more than 340 centres located in 92 Districts in 11 cotton growing States.

(f): The details of procurement centres to be operated by the CCI, State-wise during Cotton Season 2014-15 are given below:-
