ANSWER

(a): Ministry of AYUSH has undertaken the following steps for the development of AYUSH systems based on synchronized balance of modern and traditional medicine :-
(I). Ministry of AYUSH is implementing Centrally Sponsored Scheme of National AYUSH Mission (NAM) in the country through State and UT Governments for promotion and development of AYUSH systems. State and UT Governments avail eligible financial assistance by projecting the same through State Annual Action Plan (SAAP) as per NAM guidelines. The Mission inter-alia makes provision for (i) Co-location of AYUSH facilities at Primary Health Centers (PHCs), Community Health Centers (CHCs) and Districts Hospitals (DHs); (ii) Upgradation of exclusive State Government AYUSH Hospitals and Dispensaries;
(iii) Supply of essential drugs to AYUSH hospitals and dispensaries; (iv) Setting up of upto 50 bedded integrated AYUSH Hospital; (v) Upgradation of State Government Under-Graduate and post-Graduate Educational Institutions; (vi) Setting up of new AYUSH Educational Institutions in the States where it is not available in Government Sector;
(vii) Strengthening of State Government/State Government Co-operatives/Public Sector Undertakings Ayurveda, Siddha, Unani and Homoeopathy (ASU&H) Pharmacies; (viii) Strengthening of State Drug Testing Laboratories for ASU &H Drugs and(ix) Support for cultivation of medicinal plants including processing and post-harvest management.
(II). Ministry of AYUSH and Ministry of Railways have signed an MoU on 6th Feb, 2018 for the establishment of AYUSH Wings at 05 Railway Zonal Hospitals.
(III). Ministry of AYUSH and Ministry of Defence have signed an MoU on 21.10.2019 for the integration of Ayurveda under the Health establishments of Ministry of Defence/ Directorate General of Armed Forces Medical Services (DGAFMS) at Palliative Care Centre, Base Hospital Delhi Cantt; Air Force Hospital, Ghaziabad and five identified Ex-Servicemen Contributory Health Scheme (ECHS) Polyclinics in Delhi-NCR.
(IV). Central Council for Research in Ayurvedic Sciences (CCRAS), an autonomous body under the Ministry of AYUSH undertakes clinical research for validation of classical Ayurveda medicines and new combination through a systematic process for drug development. These studies are carried out in collaboration with reputed institutes such as AIIMS New Delhi, BHU, ICMR, Tata memorial Hospital Mumbai, St. John’s Medical College Bengaluru, Kolkata School of Tropical Medicine etc. for adopting integrated clinical trial protocols. Further, CCRAS has also collaborated with IIT Delhi to adopt technology and introduce innovation in the procedures used in Ayurveda such as automation of preparation of Kshar Sutra.
(V). All India Institute of Ayurveda (AIIA) has a unique unit of ‘Integrative Oncology’ that has been established in association of National Institute of Cancer Prevention and Research (NICPR), Noida and is rendering services for the last few years. The unit receives technical support from DR. B.R.A. Institute Rotary Cancer Hospital- AIIMS, New Delhi.
(VI). With the objective to integrate Yoga in the mainstream medical care Morarji Desai National Institute of Yoga (MDNIY) is running 4 Yoga Therapy Centres at modern medicine Govt. Hospitals in Delhi and in 20 Preventive Health Care Units of Yoga in CGHS Dispensaries in Delhi- NCR.
(b): CCRAS has identified drug development in collaboration with ICMR for validation of AYUSH coded drug (AYUSH PJ7) for dengue, Ayurveda coded drug for fatty liver degeneration and Ayurvedic coded drug for hepato-protection as add on to anti-tubercular therapy. Further, the collaborative research projects related to Maternal and child health have been formulated and sanctioned by ICMR. Further, CCRAS has also carried out the safety/toxicity studies of 2 Rasaushadhies viz. Rasa Manikya and Naga Bhasma at National Institute of Nutrition, Hyderabad (ICMR institute).
In addition, ICMR has provided 120 Phyto-chemical Reference Standards to Pharmacopoeia Commission for Indian Medicine & Homoeopathy, Ghaziabad which are being used for setting of standards of certain plant based drugs used in Indian system of Medicine and Homeopathy (ISM&H).
(c): Under the Centrally Sponsored Scheme of National AYUSH Mission, the actual and percentage of utilization of funds as reported by the State/UT Governments during the last six years, State/UT-wise is at Annexure.
