Answer given by the minister

MINISTER OF HUMAN RESOURCE DEVELOPMENT
(SHRI RAMESH POKHRIYAL ‘NISHANK’)

(a) : Total number of teacher training institutions/colleges functioning in the country as on
31.03.2019 are 16728. The state-wise detail is at Annexure.
(b) & (c) : Yes, Sir. National Council for Teacher Education (NCTE) grants recognition to
B.Ed colleges by inviting applications for recognition to Teacher Education Programmes in new
Teacher Education Institutions (TEIs), and enhancement of intake and capacity addition in
existing TEIs offering B.Ed Programme. Applications received in the Regional Committees of
NCTE are processed as per Norms laid down in the NCTE Regulations, 2014.
(c) : The NCTE Regulations, 2014 (as amended from time to time) prescribes norms and
standards for running Teacher Education Institutions (TEIs). These Regulations provide for
constant maintenance of quality. The NCTE Act 1993 provides for withdrawal of recognition in
case any TEI is found to be not complying with any of the provisions contained in extant
Regulations. Accordingly, the scheme of NCTE Act, 1993 and Regulations, 2014 both lay
emphasis on qualitative functioning of TEIs.
