(a) whether the Union Government proposes to put in place India specific ranking of universities and higher educational institutes;
(b) if so, the details thereof and the objective behind this move;
(c) whether the Union Government has formulated any criteria that are most applicable to education system for this purpose;
(d) if so, the details in this regard; and
(e) the time by which this ranking of universities will be put in place?

(a) to (e): A Committee, under the chairmanship of Secretary, Higher Education, Ministry of Human Resource Development has been constituted for evolving a National Ranking Framework. The terms of reference of the Committee inter-alia is to suggest a National Framework for performance measures and ranking of (a) Institutions (b) Programmes and to suggest the organizational structure, institutional mechanism and processes for implementation alongwith time-lines of the National Ranking Framework. Four meetings of the National Ranking Framework Committee have been held so far, wherein the framework for performance measures have been deliberated upon. The time-line has not been fixed by the Ministry of Human Resource Development for evolving the National Ranking Framework.
