Question : New Textile Policy

(a) the present contribution of textile sector to GDP, employment and export of the country;

(b) whether the Government is considering to formulate a New Textile Policy, 2020;

(c) if so, the details indicating the salient features, aims and objectives thereof and the time by which it is likely to be implemented;

(d) whether the Government has sought substantive inputs and suggestions from all stakeholders including individuals, associations and the States on various subjects related to the policy, if so, the details thereof and the response received from the stakeholders thereon; and

(e) the steps proposed to be taken to preserve the traditional handloom sector?

(a). Share of Textiles Sector to India’s GDP and GDP of Manufacturing Sector (at Basic prices) are 2.01% and 11.22% respectively as per the National Accounts Statistics, 2018.
There are estimated to be more than 45 crore people engaged/employed directly in the textile industry and another 6 crore people in allied sectors including a large number of women and rural population employed in the sector. India’s textiles and apparel exports including handicrafts during 2018-19 was 40.4 US$ accounting for 12% of India’s export.



(b) to (d). A new Textile Policy is being formulated for overall growth of the sector.
Inputs from all the state governments, individuals through e-portal and different associations are being solicited. Different stakeholders consultation meetings are also underway under broad topics such as Cotton, Silk, Jute, Wool, Man-made Fibre, Handloom, Handicrafts, Powerloom, Technical Textiles, Technology & Machinery up gradation, Infrastructure (Spinning, Weaving & Processing), Human Resource Development etc.
All concerned stakeholders are enthusiastically participating and inputs & suggestions are being processed.

(e). In order to develop & promote handloom sector and to address problems of handloom weavers, the Office of the Development Commissioner for Handlooms is implementing the following schemes across the country.
1) National Handloom Development Programme (NHDP)
(i) Block level cluster
(ii) Handloom marketing
(iii) Weavers’ mudra scheme:
(iv) Hathkargha samvardhan sahayata (HSS):
(v) Education of Handloom weavers and their children:
(vi) “India Handloom” Brand
(vii) E-commerce
(viii) Urban haats
2) Comprehensive Handloom Cluster Development Scheme (CHCDS)
3) Handloom Weavers’ Comprehensive Welfare Scheme (HWCWS)
4) Yarn Supply Scheme (YSS)

Under the above schemes, financial assistance is provided for raw materials, purchase of looms and accessories, design innovation, product diversification, infrastructure development, skill upgradation, lighting units, marketing of handloom products and loan at concessional rates.
