Question : Air Safety Violations

(a) whether the Union Government is aware that air safety violations by some of the airlines in the country have increased during the year 2016;

(b) if so, the details thereof;

(c) whether the Directorate General of Civil Aviation (DGCA) has taken any action in this regard;

(d) if so, the details thereof; and

(e) the steps DGCA/Government proposes to take to check air safety violations by airlines and also to ensure safe flying to air passengers?

(a) & (b) During year 2016, it has been observed that air safety violations by flight crew of some of the airlines have increased as compared to year 2015. The details are attached as annexure-I.;

(c) & (d) For all violations the Directorate General of Civil Aviation (DGCA) has taken actions according to the applicable Civil Aviation Requirements (CARs).;

(e) Following corrective measures are already in place to check air safety violations by airlines and also to ensure safe flying to air passengers:-

1. The Airlines are required to comply with the DGCA requirements. DGCA conducts surveillance and regulatory audits to detect any deviations/non-compliance to the laid down regulations. In addition airlines are also required to conduct internal audits to check compliance and ensure safe operations.

2. DGCA has structured a procedure for surveillance and audit as per which Annual surveillance Programme is made and is available on DGCA website.

3. The findings made during the surveillance/audits are followed up with concerned operator for appropriate remedial action.

4. DGCA has issued unambiguous instructions regarding Pilot Proficiency Check

5. The concerned Airlines educate their pilots during trainings regarding air safety and alcohol abuse.
