Question : Housing Subsidy for Beedi-Mine workers

(a)whether the Government proposes to provide housing facility to beedi workers and miners employed in non-coal mines in the country in line with the National Housing Scheme and if so, the details thereof;
(b)whether the Ministry has proposed a nearly four-fold increase in the housing subsidy for beedi workers and miners employed in non-coal mines and if so, the details thereof and the response of the Government thereto;
(c)the criteria fixed by the Government for availing the housing subsidy by the beedi workers and miners employed in non-coal mines;
(d)the amount of subsidy being provided at present and the extent to which it is likely to be hiked; and
(e)the number of houses constructed for beedi workers and miners employed in non-coal mines during the last three years and the current year, State/UT-wise?

(a): Yes, Madam. The new Revised Integrated Housing Scheme (RIHS), 2016 is applicable to the workers engaged in Beedi/Iron Ore Mines, Manganese Ore & Chrome Ore Mines (IOMC)/Limestone Ore Mines, Dolomite Ore Mines (LSDM) /Mica Mines and Cine Industries, registered with the Labour Welfare Organisation (LWO).

(b): In the new Revised Integrated Housing Scheme (RIHS), 2016 the slab of housing subsidy has been increased from Rs. 40,000/- to Rs. 1,50,000/- that will be released in three instalments on 25:60:15 ratio. The Director General Labour Welfare would release first instalment (25%) of the subsidy i.e. Rs. 37,500/- per tenement as advance after proposal received from the Welfare Commissioner concerned, the second instalment (60%) of the subsidy i.e. Rs. 90,000/- would be released by Director General Labour Welfare on reaching the lintel level. The third instalment (15%) i.e. Rs. 22,500/- per tenement would be released by Director General Labour Welfare after receipt of 100% inspection conducted by the Engineers/Officers of the Labour Welfare Organisation that the construction of houses has been completed in all respect.
(c): Placed at Annexure-I.
(d): The new Revised Integrated Housing Scheme, 2016 is being implemented with the effect from 02.03.2016. As per the new scheme the subsidy is Rs. 1,50,000/- per tenement. There is at present no likelihood to enhance the housing subsidy.
