Question : Right of Passage through Cantonment

(a) the steps proposed by the Ministry of Defence to address the grievances of people whose thoroughfare have been cut-off by Army, even though their villages have existed much before Army was allocated the land in decades post-Independence;
(b) whether the Government has taken measures or proposes to take measures to provide “Right of Passage” for villagers from Painakumari near Sukna, Darjeeling whose access to the Highway has been cut off after Army fenced-off the road; and
(c) if so, the details thereof?

(a) As per statutory provisions under Section 258 of Cantonment Act, 2006, SOP guidelines dated 04.09.2018 were issued regarding ‘Road closure in Cantonment’ after due consideration and consultation with various stake holders including Army.

(b) & (c) Civil administration has provided road connectivity from Village Painakumari to State Highway Siliguri – Matigara – Gandhura – Mirik (SH-12) through PWD roads as under:
1. Road joining Village Painakumari – Simulbari Tea Estate SH-12.
2. Road connecting Village Painakumari – Fulabari Tea Estate SH-12.
