Question : SUB STANDARD HELMETS HEADGEARS



(a) whether the Government has taken note of the use and sale of sub-standard helmets/headgears in the country;

(b) if so, whether the Union Government has issued any guidelines in this regard to the State Governments urging them for compulsory use of ISI marked helmets so as to control the number of road accidents;

(c) if so, the details thereof; and

(d) the details of the measures taken/proposed to be taken by the Government to control manufacturing of such sub-standard helmets/headgears?

(a) No, Sir. Helmets are manufactured for various purposes. As per Motor Vehicle Act, 1988, as far as two-wheelers are concerned, the helmets worn must conform to the standards laid down by the Bureau of Indian Standards (BIS).

(b) & (c) Does not arise. However, the Government has tried to publicize the use of ISI marked helmets. The states also have been urged to promote the use of ISI marked helmets.

(d) Does not arise.
