(a): Yes, under National AYUSH Mission, there is a provision for setting up of upto 50 bedded integrated AYUSH hospitals and State/UT Governments are eligible for financial assistance by submitting suitable proposal through State Annual Action Plans (SAAPs) as per the provision of NAM guideline. As per NAM guideline, there is provision of one time grant of up to Rs 900.00 lakhs for undertaking construction, with lump sum provision for staff quarters furniture, fixtures, equipments, etc., recurring grant of Rs. 30.00 Lakhs per annum for medicines, diet, other consumables and Rs. 120.00 Lakhs per annum for Salaries.
(b) & (c): Yes, State Government of Bihar has submitted State Annual Action Plan (SAAP) for the year 2020-21 for an amount of Rs. 17091.04746 Lakhs which includes a proposal for setting up of upto 50 bedded integrated AYUSH hospital at Gopalganj. The submitted SAAP was examined and the progress of expenditure of Grant-in aid provided earlier under National AYUSH Mission (NAM) was reviewed. Since, the progress of expenditure was not satisfactory and State Government has also not submitted Utilization Certificates (UCs) for the previous released amount, therefore, the SAAP was considered to the extent of approving only the component of AYUSH Health and Wellness Centres (HWCs), as AYUSH HWCs is a new activity approved under NAM and year wise targets has been fixed for it. Therefore, an amount of Rs.1721.772 Lakhs (Central share Rs. 1033.063 lakhs) was approved for operationalization of AYUSH HWCs.
(d): The State Government has been requested to expedite the process of utilization of funds and furnish Utilization Certificates (UCs) to the Ministry. In this regard, the State Government has been reminded vide various letter Nos. D.O.No.Z.28015/50/2017-H& D Cell dated 12th December, 2017, 13th November, 2019, January 2020 and 17th September, 2020 and vide letter Nos. F.No S.16013/2/2019-NAM dated 28th November, 2019, 30th January 2020 and 18th June 2020 for timely utilization of grants and submission of UCs. Further, during various review meetings with the State officials, the matter of the progress of expenditure of previous released grant-in –aid and submission of UCs has been emphasized.
