Question : NORMS FOR DIESEL GENERATORS

(a) whether the Central Pollution Control Board has prescribed any emission norms for diesel generators, mobile towers etc;

(b) if so, the details thereof;

(c) whether the Government has any data regarding compliance/violation of these emission standards;

(d) if so, the details thereof and if not, the reasons therefor; and

(e) the steps being taken to ensure compliance of the said norms?

Answer given by the minister

MINISTER OF STATE (INDEPENDENT CHARGE) FOR ENVIRONMENT, FOREST AND CLIMATE CHANGE (SHRI PRAKASH JAVADEKAR)

(a) & (b). The Government of India has revised the emissions norms for Genset Diesel engines as given below :

 Power category	Emission limits (g/kW-hr)	Smoke Limit ( light	absorption coefficient, m-1)	NOx+HC	CO	PM Up to 19 KW	= 7.5	= 3.5	= 0.3	= 0.7 More than 19 KW	= 4.7	= 3.5	= 0.3	= 0.7 up to 75 KW More than 75 KW	= 4.0	= 3.5	= 0.2	= 0.7 up to 800 KW
NOx –Oxides of Nitrogen; HC- Hydrocarbon; CO-Carbon Monoxide and PM- Particulate Matter

The subject matter of mobile tower is under the preview of Ministry of Communication and Information Technology.

(c) to (e). The standards for gensets are applicable at the manufacturing stage and are based on the compliance of type of approval certificate issued by the certification agency. Hence, there is no violation at manufacturing stage. The compliance of norms is checked annually by the certification agencies during conformity of production. For in-use generator sets, Central Pollution Control Board has prescribed guidelines as per direction of Hon’ble NGT, Delhi.
