Question : APPOINTMENT ON COMPASSIONATE GROUNDS



(a) the guidelines proposed by the Government to regulate appointment on compassionate grounds;

(b) the number of appointments made on compassionate grounds in the postal department in the country and the number of applications pending during each of the last three years and the current year, State-wise; and

(c) the steps taken by the Government to expedite the process of such appointments to the kins of those who lost their lives while in service?

(a) The Government has already issued guidelines to regulate the appointments on compassionate grounds to the dependents of the deceased departmental employees. These are available on the website of the Department of Personnel & Training (DOP&T). Department of Posts has also issued Relative Merit Points System, which is followed by all the Postal Circles to dispose off the cases of compassionate appointment subject to instruction of the DOP&T.

(b) Number of appointments made on compassionate grounds in the Department of Posts and the number of cases pending during each of the last three years and the current year, Statewise is enclosed as Annexure. No cases received for compassionate appointment for the years 2012, 2013 and 2014 are pending for consideration as all the cases received were considered and recommended for compassionate appointment or otherwise depending upon their relative indigent conditions within the available 5% quota of direct recruitment vacancies. Cases received during the year 2015 will be considered in due course of time.

(c) Meetings of the Circle Relaxation Committee (CRC) are held in each Postal Circle of the Department of Posts to consider the cases of compassionate appointment against the prescribed 5% quota of regular cadre posts earmarked to be filled up by the direct recruitment in each year. This is an on-going process, which is linked to the availability of vacancies for the purpose and requests received for compassionate appointment.
