Question : DISPARITY IN PAY SCALES



(a) whether it is a fact that two types of pay scales, viz. IDA pattern and CDA pattern are there in National Textile Corporation (NTC);

(b) if so, the details of the States where NTC employees get CDA pattern pay scale and the States where NTC employees get IDA pattern pay scale along with rationale behind the same;

(c) whether NTC (WR) employees are in great financial loss due to the said disparity;

(d) if so, whether the Government proposes to implement the Suresh Vaidya Committee report which recommended CDA pay scale to NTC (WR);

(e) if so, the time by which it is likely to be implemented; and

(f) if not, the reasons therefor?

(a) & (b): Yes Madam. Different pay patterns are applicable in all NTC Mills/ Units/ Establishment irrespective of any specific State/ Region, etc. As per Department of Public Enterprises (DPE) guidelines contained in OM dated 12.06.1990, all Public Sector Employees in CDA Scale of Pay pattern were given an option to switch over to Industrial Dearness Allowance Pay Scales in pursuance to the Supreme Court Judgment dated 03.05.1990. The employees of NTC, who did not opt for switching over from CDA pattern to IDA pattern, are continuing in CDA scales of pay and the Pay Scales are revised as per their Pay Scales revised by the Central Government for their employees.

(c): There is no such loss.

(d): No. The matter is under the purview of National Textile Corporation.

(e) & (f): Does not arise.
