Question : Development Projects in North East

(a) the number of projects submitted for approval to his Ministry by the North- Eastern States during the last three years; State-wise;
(b) the details of projects which were sanctioned and funds released for them during the above period;
(c) whether a number of complaints have been received in connection with irregularities/mismanagement of the Centrally Sponsored Schemes/projects in the State of Assam; and
(d) if so, the details thereof and the follow-up corrective action taken by the Government thereon?

(a) & (b): The State-wise details of projects submitted for approval, number of projects sanctioned and amount released during the last three years (2012-13 to 2014-15) are given in Annexure.

(c) & (d): There have been reports regarding funds not being released in time and delays in sending utilization certificates and other documents in a number of cases resulting in delays in completion of projects.

For the State of Assam, under Non Lapsable Central Pool of Resources (NLCPR) scheme, as on 26.02.2016 an amount of Rs. 2609.53 Crores has been released against which utilization certificates amounting to Rs. 1814.65 Crores have been received. Out of 434 projects sanctioned under NLCPR, there is a delay in 193 projects.

Under the North Eastern Council (NEC) schemes, an amount of Rs. 505.48 Crores has been released for ongoing 81 projects against which utilization certificates amounting to Rs. 414.89 cr. have been received. Out of 81 ongoing projects under NEC, there is a delay in 46 projects.
