Question : Concession Provided to Handloom Weavers

(a) the State-wise number of representations received by the Government so far from handloom weavers cooperative societies and other organisations for providing more concessions during the last five years till date;

(b) the action taken by the Government thereon;

(c) the details of concessions being provided to handloom weavers at present; and

(d) the number of handloom weavers benefitted from the said concessions in backward areas till date?

(a) to (d): Proposals for financial assistance under various components of National Handloom Development Programme and Raw Material Supply Scheme are received from State Governments and other Organisations. These proposals are scrutinized in terms of scheme guidelines and financial assistance is extended keeping in view the budget available under the schemes.

The State-wise no. of handloom clusters and marketing events assisted financially during the last five years is annexed.

The following types of benefits are available for Handloom organisations/weavers under the schemes:-
i. Under Weaver MUDRA/Concessional Credit Scheme, margin money assistance at 20% of the loan amount subject to a maximum of Rs. 25,000/- for weaver and Rs. 20 lakh for handloom Organizations, interest subvention upto 7% and credit guarantee fees on loans for a period of three years are provided.

ii. Under Hathkargha Samvardhan Sahayata (HSS) financial assistance is provided for upgradation of looms/accessories of the handloom weavers/workers so as to improve quality of the fabric & productivity and reduce drudgery. Cost sharing of HSS items shall be in the ratio of 90% by the GoI and 10% by the beneficiary.

iii. For construction of individual workshed Sharing Pattern for BPL/SC/ST/Women/Differently-abled beneficiaries–100% by the GoI for other beneficiaries – 75% by the GoI and 25% by the beneficiary.

iv. Raw Material Supply Scheme (RMSS) is being implemented throughout the country to make available Yarn to Handloom weavers. Under the Scheme, freight charges are reimbursed for all types of yarn; and component of 15% price subsidy is there for cotton hank yarn, domestic silk, wool and linen yarn and blended yarn of natural fibres, with quantity caps.
