Question : INDIRA AWAS YOJANA



(a) the total number of houses targeted to be constructed under the Indira Awas Yojana (IAY) during the Eleventh Five Year Plan, Year-wise and State-wise;

(b) the funds required for construction of such houses, State-wise and the steps taken by the Government to meet any shortage of funds;

(c) whether the requisite funds have been allocated to the States for the above purpose;

(d) if so, the details thereof and if not, the reasons therefor;

(e) whether the Government has evaluated the performance of various States under the scheme; and

(f) if so, the details thereof?

(a)to(d): The Planning Commission had approved construction of 150 lakh houses under Indira Awaas Yojana (IAY) during the 11th Five Year Plan for which about Rs.39690 crore are required as Central share. However, the State-wise/district -wise physical targets are fixed only on year to year basis depending upon the Budget provision made for that year. Accordingly,a Statement showing the State-wise central funds allocated and number of houses targeted under Indira Awaas Yojana for the first three years of the 11th Five Year Plan period i.e. from 2007-08 to 2009-10 is at Annexure-I. The total Central financial outlay for Rural Housing for the first three years of the 11th Five Year Plan was Rs. 21640 crore and the balance amount is expected to be allocated during the remaining two years.

(e)&(f): The performance of IAY is evaluated through various studies from time to time. A gist of findings of Nation-wide Study conducted by National Institute of Rural Development (NIRD) is at Annexure-II. Similarly, a gist of findings of various research studies on IAY is at Annexure-III.
