(a) the criteria being followed for allocation of funds to Madrasa Board or Waqf Council;
(b) whether the Government allocate funds for them according to the
demands by the States;
(c) if so, the details of demands received from various States and the
funds allocated to them during 1999-2000 and 2000-2001; and
(d) the names of States to whom no allocation could be made during the
said period and the reasons therefor?
MINISTER OF HUMAN RESOURCE DEVELOPMENT (DR. MURLI MANOHAR JOSHI)
(a) & (b) : As per the information received form the Ministry of Social
Justice & Empowerment, that ministry gives grants-in-aid to the Central
Waqf Council under a Non-Plan scheme for the specific purpose of
advancing loans to Waqf Boards/Waqf institutions for the development of
urban Waqf properties in accordance with prescribed guidelines.
No funds are directly allocated by this Ministry to any Madrasa Board or
Waqf Council. However, the National Council for the promotion of Urdu
Language (NCPUL), an autonomous organization of this Ministry, under its
approved scheme for the promotion of Arabic/Persian, disburses in some
cases funds to voluntary organisations (including Madrasas) for
administrative convenience through the concerned Madrasa Board/Waqf
Council/ Minority Welfare Department.
(c) & (d) : The relevant information is at Annexures-I & II.
The states to which no funds were released did not send comprehensive
proposals within the guidelines of the schemes.
