(a)&(b): Yes, Madam. The Ministry of New and Renewable Energy (MNRE) is implementing a scheme, i.e.National Biogas and Manure Management Programme (NBMMP) for setting up of family size biogas plants in the rural and semi-urban areas of the country. A target for setting up of 1.00 lakh biogas plants has been allocated to the States during the current year, 2016-17. The State-wise details of targets allocated is given at Annexure –I.
(c): The progress reports received from the States indicate installation of 17,473 biogas plants upto 30.09.2016.
(d): The State-wise details of the Central Financial Assistance (CFA) released during the current year, 2016-17 upto 31.10.2016 under the NBMMP is given at Annexure-II.
(e)&(f): The NBMMP also aims to mitigate the drudgery of women and to reduce pressure on forests and envisages to give priority to women beneficiaries to provide clean cooking fuel so as to save them from ill health effects of Indoor Air Pollution (IAP). For setting up of family size biogas plants for Scheduled Caste and Scheduled Tribe category beneficiaries, higher rates of central subsidy is being provided. The central subsidy is Rs. 7,000/- per plant for 1m3 size and Rs. 11,000/- per plant for 2-6 m3 size biogas plants for these communities against Rs. 5,500/- and Rs. 9,000/- per plant for similar size biogas plants for all others. The same is Rs. 15,000/- per plant for 1 m3 and Rs. 17,000/- per plant for 2-6 m3 biogas plants for the SC/ST category beneficiaries of the North Eastern Areas. Under the Biogas programme, during the current year 2016-17, a budget allocation of Rs. 15.00 crore has been provided under the Special Component Plan for the Scheduled Castes and Rs. 5.00 crore for Tribal Area Sub Plan. Accordingly, the physical targets for the year 2016-17 have been allocated to the States.
