Question : ACCIDENTAL EXPLOSION



(a) whether instances of accidental explosion have been reported during the last three months from Anjan hills mines, SECL and also in other mines of CIL;

(b) if so, the number of persons killed/injured during the above period, mine wise;

(c) whether the Government has ordered a probe into the above incidents;

(d) if so, the outcome thereof;

(e) whether the compensation has been given to the next to the kin of those killed/injured in above incidents;

(f) if so, the details thereof; and

(g) the steps taken/proposed to be taken by the Government to check recurrence such explosions in CIL mines?

(a) to (b): Yes, Sir. One instance of mine explosion was reported from Anjan Hill Mine of SECL, a subsidiary of CIL on 6-5-10 during the last three months. 14 persons were killed and 8 persons were seriously injured at Anjan Hill Mine Explosion.

(c) to (d): Statutory enquiry has been conducted by Director General of Mines Safety (DGMS) under the Ministry of Labour & Employment, as per provisions of the Mines Act, 1952. Further, a High Powered Expert Committee consisting of the following Experts in the field of Mine Fire, has been constituted by Coal India Limited to enquire into the disaster and the inquiry is in progress:

(e) to (f): The compensation as per Workmen Compensation Act, 1923 (WC Act, 1923) has been given to the next to the kin of those killed at Anjan Hill Mine accident. Details of the amount of compensation paid are as under:

As some of the injured persons are still under treatment, PPD Board for assessing the percentage of disability of seriously injured persons as per WC Act-1923 is yet to be held.

(g) : Following steps have been taken to check recurrence of such explosions in coalmines:

1. The accuracy of mine sampling is being improved by using Gas Chromatograph so that early detection of spontaneous heating/fire can be possible.
2. More stress on construction of Sectionalization /Isolation stopping.
3. Pressure quantity survey is being conducted.
4. Filling of surface cracks to check entry of air inside goaved out areas.
5. Special training is being imparted on this subject.
6. More advanced gas detecting apparatus are being procured.
