Question : Prices of Petroleum Products

(a) whether cases of unprincipled practices being adopted by the Public Sector Oil Marketing Companies (OMCs) in determining the prices of petroleum products since deregulation of prices of petroleum products have been reported in the country;
(b) if so, the details thereof indicating the number of such cases reported during each of the last three years and the current year, OMC/State/UT-wise along with the corrective steps taken/being taken by the Government in this regard;
(c) whether the Government has issued safety measures with respect to tankers carrying petroleum products to be complied by OMCs in the country and if so, the details thereof;
(d) whether cases of violation of the said safety measures by OMCs have come to the notice of the Government during the said period; and
(e) if so, the details thereof, State/UT/ OMC-wise including loss incurred by the OMC/public exchequer on account of such violations and the remedial steps taken/ being taken by the Government in this regard?

(a)&(b): The prices of Petrol and Diesel have been made market determined by the Government effective 26th June, 2010 and 19th October, 2014 respectively. Since then, the Public Sector Oil Marketing Companies (OMCs) take appropriate decision on pricing of Petrol and Diesel in line with their international prices and other market conditions. Public Sector OMCs are at present applying Trade Parity Pricing methodology to compute the Retail Selling Price (RSP) of Petrol and Diesel. Import Parity Price (IPP) is applied for pricing of PDS Kerosene and Domestic LPG.
(c) to (e): Bulk tank trucks are utilized by Oil Marketing Companies only when they are duly licensed/approved by Petroleum & Explosives Safety Organization (PESO). In addition,
the fitness of the bulk tank trucks, as certified by the designated competent authority (RTO) specified in the Motor Vehicles Act, 1988 and rules made thereunder are also ascertained at the respective loading bases of the oil marketing companies before they are accepted for loading. These requirements are statutory in nature.

To further strengthen safety in this sector, Oil Industry Safety Directorate (OISD) has issued following standards for guidance of the industry.
