(a) and (b) Yes Madam. Under the National Rural Drinking Water Programme (NRDWP) there is a Sustainability component which is 10% of the total programme fund to be used for creating sustainability structures to ensure water security and ground water recharge. Since water is a state subject, this Ministry is incentivizing State Governments to take up the measures which result in recharge and rejuvenation of drinking water sources. Under this programme, the ministry is insisting the states to prepare village and district water security plans with the help of Village Water & Sanitation Committee (VWSC) and / or Gram Panchayat Water & Sanitation Committee (GPWSC) and implement them effectively. The measures undertaken in this programme is as below:
Short and Medium Term Measures:-
i. Conservation and storage of water by utilizing different sources for different use viz. properly collected and stored rainwater, treated surface water / ground water for drinking and cooking, untreated water for bathing and washing and grey water / spent water for flushing of toilets.
ii. Adopting integrated approach by revival of traditional systems, conjunctive use of surface and ground water, storage of rain water harvesting both at the community level and at the household level.
iii. Harvesting and storage of rain water for drinking both at the community level and at the household level.
iv. Convergence with the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) programme for construction of new ponds and rejuvenation of the old ponds, including de-silting.
v. Excess rain water at the household and community level to be recharged into the ground aquifer wherever feasible.
Long Term Measures
i. To ensure drinking water security under all circumstance and at all times, to have an alternate sub-district, district and or state level water supply system in the form of a grid supplying metered bulk water to GPs / village by adopting an appropriate system of pricing.
ii. State or district or sub district level grid could be in the form of major pipelines, canals or any other appropriate system connecting major water bodies / sources.
