Question : Healthcare Proposals from Maharashtra

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) the total number of Healthcare related proposals recommended to the Central Government by the Government of Maharashtra for approval during the last three years;

(b) the total number of proposals approved and pending out of the total proposals received; and
(c) the time by which the pending proposals are likely to be approved?

(a) to (c): “Public Health and Hospital” being a State Subject, the primary responsibility of provision of healthcare to all lies with respective State Government. However, under National Health Mission (NHM), financial and technical support is provided to States/UTs to strengthen their healthcare systems, based on the requirements posed by them within their overall resource envelope. Under National Health Mission (NHM), proposals are received from all States/ UTs in the form of Programme Implementation Plans (PIPs). The PIPs are approved in the National Program Coordination Committee (NPCC) meetings and Record of Proceedings (RoPs) is drawn. The PIPs submitted by the State Government of Maharashtra for the last three years i.e FY 2016-17 to 2018-19 under NHM are available at https://nhm.gov.in/index4.php?lang=1&level=0&linkid=55&lid=68. The PIPs were appraised and the details of approval of activities in the form of RoPs are also available at the above mentioned web-link.

Further, under the Phase-I of the scheme “Establishment of new medical colleges attached with existing district /referral hospital'', one medical college at Gondia was approved in Maharashtra in March, 2015. The approved cost was Rs. 189 crore to be shared between Centre and State in the ratio of 60:40. Entire amount of Central Share of Rs. 113.40 crore has been released to the State Government. The medical college has become functional.
