Question : TB Treatment and Research

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether a major percentage of patients access the private hospitals for TB diagnosis and care and if so, the details thereof;

(b) whether there is any mechanism devised by the Government to ensure that these TB patients receive standardised care as per Revised National Tuberculosis Control Program (RNTCP)/World Health Organisation (WHO) guidelines and if so,
the details thereof;

(c) the details of commitments of Government towards ‘End TB Strategy’ and achievements made so far in this regard;

(d) whether the funds allocated under RNTCP for TB treatment and research are inadequate causing impediment in implementing the programme, if so, the details thereof during the last three years, State/UT-wise; and

(e) the present status of TB research vaccines, diagnostics and drugs and its presence under ‘Make in India’?

(a) & (b): No such data is maintained centrally.
TB cases are being treated in the public sector under Revised National Tuberculosis Control Programme (RNTCP) and for this purpose guidelines and standards have been prescribed. Standard for Tuberculosis Care in India were finalized by Government and released in the year 2014 and is the Standard for private sector also.



(c): ‘End TB Strategy’ is for the period beyond 2015 till 2035 and has endorsed this strategy with,
• Integrated patient centered care and prevention

• bold policies and support systems

• Intensified research and innovation
The estimated prevalence, incidence and mortality as per the WHO Global TB Report (2015) for India has reduced to 195/lakh,167/lakh and 17/lakh population compared to 211/lakh,171/lakh and 19/lakh reported in 2014 WHO Global TB Report.

(d): Allocation for the Revised National Tuberculosis Control Programme is part of the National Health Mission communicable disease flexipool. Funds are allocated after evaluating the programme implementation plan. Sufficient funds have been provided to the State governments for activities in their programme implementation plans.
Details of the funds allocated to the states during the last three year are annexed.

(e): Several new TB vaccines and anti-tuberculosis diagnosis kits are in advanced stages of evaluation.
