(a) to (c): Social sector schemes of Union Government generally have the objective of
creation of employment opportunities for the targeted beneficiaries, including STs in the
scheduled areas. The State Governments like Madhya Pradesh are to prepare Tribal Sub Plan
(TSP) as part of the Annual Plan of the State and provide funds at least in proportion to
the ST population of the State. It is expected that the State Governments formulate and
implement schemes relating to, inter-alia, income generation/employment for STs as per felt
needs of the State, by involving local ST population.
The Government of India supplements the efforts of the State Governments by providing
grants under the programme of Special Central Assistance to Tribal Sub Plan (SCA to TSP) to
such TSP States as an additive to the Stateâs Plan. SCA to TSP is implemented in 22 States
including Madhya Pradesh and is meant to cover the employment-cum-income generation activities
of ST BPL families and those run by the Self-Help Groups (SHGs)/ community.
