(a) whether the Civil Services Board (CSB) is responsible for Central Staffing and if so, the details thereof;
(b) whether the CSB is currently dominated by the IAS officers and if so, the details thereof and the reasons therefor;
(c) whether the Government has received any request for changing the composition of the Board to give more representation to other Group A services; and
(d) if so, the details thereof and the response of the Government thereto?

(a): The duty of the Civil Services Board (CSB) as defined in para 20 of the Office Memorandum No 36/77/94-EO (SM-1) dated 5.1.1996 of DoPT inter-alia includes making recommendations for appointment to the posts of Deputy Secretary, Director and Joint Secretary in various Ministries and Departments under Central Staffing Scheme(CSS).Based on CSB recommendations, during the current financial year, 206 Deputy Secretaries/Directors/Joint Secretaries were appointed out of which 128 officers belong to services other than the IAS, participating under the Central Staffing Scheme. The appointment to the posts, which are specifically encadred in various Central Government Ministries, Departments and Organisations for the Group ‘A’ Services are done by the respective cadre controlling authorities.
(b): The Civil Services Board’s composition is by designation except one Secretary to Government of India who is nominated as a Member for a year at a time. CSB is chaired by the Cabinet Secretary and includes Secretary (Personnel) as Member and Establishment Officer as the Member Secretary. Further, the Secretary of each Ministry/Department concerned in respect of which the vacancy is proposed to be filled up, is co-opted as a Member of the CSB.
(c)& (d): No such request for changing the composition of the Board has recently come to the notice.
