(a) & (b) Dairy Entrepreneurship Development Scheme (DEDS) has been discontinued from 2020-21 based on the recommendation of evaluation study conducted by NITI Ayog.
(c) & (d) The Government of India during 2018-19 has announced extension of the facilities of Kisan Credit Card (KCC) to fisheries and animal husbandry farmers to help them meet their working capital needs. The KCC facility is to help fisheries and animal husbandry farmers to meet their short term credit requirements of rearing of animals, poultry birds, fish, shrimp, other aquatic organisms and capture of fish.
Department of Animal Husbandry and Dairying (DAHD), Ministry of Fisheries, Animal Husbandry and Dairying has also established Animal Husbandry Infrastructure Development Fund (AHIDF) with a fund size of Rs. 15000 crore to incentivize investments by eligible entities like individual entrepreneurs, private companies, Micro Small and Medium Enterprises(MSMEs), Farmers Producers Organizations (FPOs) and Section 8 companies. Farmers can take advantage under AHIDF for establishment of silage, fodder block unit and total mixed ration plants for small to large quantity manufacturing of animal feeds and fodder. Farmers can also establish breed multiplication farm with updated technology like Sex sorted semen for Artificial Insemination and In-vitro fertilization technique.
Further, in order to encourage farmers to set up dairy by promoting Animal Husbandry to increase their income recently Government has approved implementation of revised and realigned components of the scheme of the Department. One of the components of the sub-scheme Rashtriya Gokul Mission is to promote establishment of breed multiplication farms on hub and spoke model. Under the scheme, 50% capital subsidy is available for eligible entrepreneurs (Individual/SHGs/ FCO/ FPO/JLGs and section 8 companies). Assistance is also extended under Animal husbandry Infrastructure Development to eligible entrepreneurs for establishment of breed multiplication farms on hub and spoke model.
Besides above, DAHD is also implementing National Programme for Dairy Development scheme with the aim to enhance quality of milk and milk products and increase share of organized procurement, processing, value addition and marketing. Scheme also supports activities of organization/strengthening of milk producer institutions & productivity enhancement through nutritional interventions like manufacturing and supply of cattle feed (pregnancy feed, calf starter & calf growth meal), mineral mixture, fertility supplement, ration balancing programme etc. and fodder development.
(e) 4,21,157 beneficiaries have been benefited under the scheme with the back ended subsidy amount of Rs.1892.28 crore under DEDS. The State-wise back ended subsidy disbursed by NABARD under DEDS is at Annexure.
(f) The Ensure portal was launched for DEDS by NABARD in 2017-18 to make the subsidy process more transparent and smooth. The banks used ENSURE portal for submission of subsidy claims.
