Question : Study on Waterway Transportation

(a) whether the Government is making optimal utilization of the potential of inland waterways transport infrastructure available in the country, if so, the details thereof and if not, the reasons therefor;
(b) the details of proposed, developed completed and ongoing waterways projects;
(c) whether the Government has conducted any study to ascertain the potential and feasibility of inland waterways transportation in recent past, if so, the details thereof;
(d) whether any routes of Inland waterways have been identified as economically unviable in transportation of cargo and if so, the details thereof;
(e) the details of the cargo transported and revenue generated through inland waterways during the year, 2015-2022, waterways-wise; and
(f) the details of adverse effects on environment of rivers and communities who reside along rivers on account of development of inland waterways in the country?

Answer given by the minister

(a) & (b) To promote inland water transport (IWT) in the country, 111 National Waterways (NWs) (including 5 existing and 106 new) were declared under the National Waterways Act, 2016. Based on the outcome of techno-economic feasibility and Detailed Project Reports (DPRs) prepared for NWs, action plan has been formulated for 26 NWs found viable for cargo/passenger movement (Details at Annex-1). Development activities have been initiated in the first 13 NWs out of the 26 viable NWs. In addition to above, the details of other waterways project approved under Sagarmala Programme for financial assistance is at Annex-2.

(c) Subsequent to declaration of 111 NWs, the following studies have been conducted by Inland Waterways Authority of India (IWAI) so far-

(i) 1st stage Feasibility Studies of newly declared 106 NWs for assessing feasibility for navigation and
(ii) 2nd stage DPR studies for 36 NWs found feasible on the completion of 1st stage feasibility studies.

(d) Based on the outcome of the above studies, 62 NWs have been identified as economically unviable for cargo transportation by ships and list of such waterways is at Annex-3.

(e) Details of cargo transported through NWs during the year 2015-16 to 2021-22 and revenue generated by IWAI are detailed at Annex-4.

(f) There is no adverse effects reported on environment of rivers and communities which reside along rivers on account of development of inland waterways in the country.
