Question : Implementation of Centrally Sponsored Schemes through Panchayats

(a) whether certain Centrally Sponsored Schemes are being formulated and implemented through Panchayati Raj Institutions;
(b) if so, the details thereof;
(c) whether the Government has issued any advisory to the Ministries regarding role and responsibilities of Panchayats; and
(d) if so, the details thereof?

(a) & (b) The role of Panchayats varies from State to State in the implementation of Centrally Sponsored Schemes (CSSs), which are administered by Central Ministries. Panchayati Raj is a State subject; therefore, States vary in the extent to which they devolve roles and responsibilities to Panchayats in planning, implementation and monitoring of different CSSs. Among the major CSSs, Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Pradhan Manti Awaas Yojana and National Rural Drinking Water Programme(NRDWP), Swatch Bharat Abhiyan, provide significant roles and responsibilities to Panchayats.

(c) & (d): Ministry of Panchayati Raj has been taking it up with the Central Ministries from time to time to ensure a greater role of Panchayats in implementation of their CSSs through the scheme specific guidelines.
